The proposal appears to be a reasonable one because it includes provisions for environmental monitoring. Please don't accept, without substantiation, complaints from municipalities that monitoring is too expensive or inconclusive. Monitoring and inspections of sewage works alone does not provide any information on environmental conditions. If the proposal goes through then municipalities will have much more autonomy and less oversight. It makes sense to require monitoring data as a feedback mechanism so the ministry has the information it needs to take action, in case a municipality is not being environmentally responsible. Please remember the City of Hamilton and their illicit releases of raw sewage. Some municipalities cannot be trusted.
