In principle, Municipal Zoning Orders should never be used to go around, fast track or otherwise overrule land use decisions in municipalities with long established planning and zoning practices, including requirements for public consultation. MZO decisions should always be subject to approval of the community directly impacted by the proposed measure.

Minister Clark has publicly stated that the MZO issued in support of the Xinyi Float Glass Plant in Stratford had the support of the Stratford City Council. According to the public record, Council has not debated the merits of the project in any public forum; nor has there been any formal citizen consultation process for this project except as part of an advocacy campaign managed by company agents and supporters.

In keeping with the Minister’s commitment to ensuring that the community supports the Glass plant project, I ask that the Minister authorize a referendum to seek the views of the community before a final decision on the project is taken.
