I applaud the government for recognizing the critical importance of the Green Belt and working to expand it. One way to expand it is not to shrink it by building a highway across the Green Belt that will serve very few riders (but many developers) and will not really save commuting time, but will take valuable farmland, forest, and will affect waterways. Just don't build the 413 Highway, but use the money for better mass transit, and preserve that precious land!
