I have been involved in environmental consulting for over 40 years and have PhD in applied ecology. For environmental planning work that I have undertaken in Ontario the PPS has set the standard which planning must achieve.
To allow the Minister to override the PPS ignores the importance of the guidance provided in this document and it allows planning to be skewed towards political interests and away from science.
This type of action fails to provide government leadership for the people of Ontario; it suggests that while there are policies in the PPS for people to follow, the government can choose to ignore these, undermining the validity of the PPS policies for everyone.
I strongly oppose giving Ministers the ability to ignore the PPS when applying a MZO.
