Main concern is the low threshold of the fine. $15 to $35 is a small fee to pay, especially in the context of the cost of paying for hunting and hunting related activities. With such a low threshold, this seems like it could easily become a way for hunters to simply opt out of filing a hunter report by paying a fee. In order to make this system work, the fine would have to be sufficiently high to actually discourage failing to submit a report, maybe closer to $80-100 seems more appropriate. It should also only be used as a first strike, further failures should still result in a lock out of the system as is done currently. Alternatively, the lower fee should be used as a start, but if there is failure to submit for multiple years in a row, the fee should be raised steeply. Regardless, the penalty needs to be sufficiently high to discourage failure to submit a report, and not be seen as a fee to simply be paid in lieu of submission.
