Opacity testing of brand new vehicles may be necessary.
The OBD testing of brand new vehicles will prove difficult as new vehicles that have not been driven far enough to set the readiness monitors to “ready” will fail an OBD emissions test.
Simply allowing less monitors to be set to ready in order to pass an emissions test has no merit. All readiness monitors for all GVWR weight classes should be set to “ready” in order to pass a OBD test.
Currently up to 3 monitors are able to be set to “not ready” and still pass’s an OBD test. For the program to successfully level the playing field in the trucking industry ALL monitors need to be set to ready to ensure emissions compliance and ensure the vehicle has no tampered emissions controls.
