The greenbelt should not be developed on at all, period. In this day and age with the massive issues of global warming and biodiversity loss, prioritizing single family home development is a terrible use of land. Natural forested lands absorb carbon and provide habitat to our native species of plants and animals - far more valuable than sprawl development perpetuated by antiquated ideals of residential living.
Repurposing existing developed lands towards higher density residential neighbourhooda is far more efficient. These private developers have more than enough money to do so.
Allow environmental and urban planners to do their job without politics and wealthy lobbying interest getting in the way. We need to allow experts to pave our progress, not $$$.
