What legislation is there to guarantee that developers build as early as 2023 and not later than 2025? In the description, it says there is an "expectation" to build as soon as possible. This should be legislated, and not "expected."

There should also be further clearance to the west of Duffins creek. There are parts of the valley walls that lose up to a meter per year. Larger setbacks of several hundred meters are required to support the valley walls, and to filter and slow down run off.
