Due to the whole climate change situation, I think we should be careful before considering building on Greenbelt land, and should try to keep as much of it intact as possible.
Instead, perhaps on areas where there is a lot of business / population density already, and look for buildings that can be repurposed into housing. After all, many people would rather avoid the long commutes that are inevitable if they live in a place far away from work. So repurposing old buildings in the cores of cities could help those people in particular. This will optimize their time (less distance to commute to work each day). Moreover, you won't have to worry about building new homes from scratch.
Moreover, we should consider how many existing housing areas aren't occupied, and why. (For example, are they owned by landlords who have raised the prices beyond what an average buyer can afford?) Then we should work on fixing those issues, so that we as a province can actually make use of what we already have.
To build new homes from scratch on the Greenbelt will only be more expensive, both in terms of money on taxpayers, and in environmental terms for all Ontarioans.
