This proposal is going to put municipalities in a losing position financially and takes away consultation and oversight! This is short sighted and dangerous for local autonomy and planning. It is an outrageous over reach by the province.
These charges help to offset costs for infrastructure and services that are crucial for new neighbourhoods. Local authority is needed as these are the experts on the local conditions and requirements. No one in Toronto has any idea of what is involved in managing watersheds, water infrastructure, local demographics or the many complex issues that local governments deal with constantly.
If the federal government interfered in the provincial business as this does with the lower tier, the outcry would be dramatic! This does not work for citizens, home buyers, municipalities or their citizens.
The development charges simply allow for neighbourhoods to get the services and infrastucture they need. Will the province be paying for that? I think not.
