It seems like the MNRF is abdicating responsibility for protecting and managing wetlands and shifting them completely onto municipalities. It is not clear why the ministry would not want to use the results of these evaluations to help manage natural resources. It is unclear why so many sections have been removed and not replaced, including many details of how evaluations should be done and how information should be stored. It unclear if the changes to how wetland complexes are treated are supported by scientific evidence.

In no way do the proposed changes "provide greater certainty and clarity related to how significant wetlands are assessed and identified" as you have actually removed a lot of the details pertaining to this without replacing them with equivalent information.
