Utilities Kingston is seeking a clarification, at this point in time, on the wording contained in in the draft regulation 013-1840.
We have interpreted the proposed regulation to focus on "source protection", specifically around alterations/relocations/additions of new sources of water or intakes or wells and the requirement to undertake certain studies related to source waters. Utilities Kingston understands the focus and has no particular concerns regarding the requirement to undertake work around identifying and addressing vulnerable areas and threats to the source waters. The regulation also goes on to use and reference ..." amendments to an existing system".
We are unclear as to the application of the phrase ..."amendments to an existing system" and how that applies as amendments to an existing systems appears to have a broad application. Does this mean for example that the installation of new water mains or a new water booster station or reservoir which are amendments to an existing system would be subject to the requirements proposed regarding source water protection?
Utilities Kingston is requesting clarification from the MOECC as to the meaning, intent and application of the phrase ..amendments to an existing system.. within this proposed regulation.
