The impact of aboriginal peoples using nets wherever and whenever is not discussed anywhere and should be thoroughly evaluated and restricted accordingly as a mitigation measure. I live on Lake of the Woods and see the extent of aboriginal peoples using nets wherever they wish even in spawing season.
