As a rockhound, it seems to me that the government of Ontario would want lots of knowledgeable people nosing around the province’s mineral lands. One way to do this is to allow rockhounds better access to these lands. I suggest that language be included stating that ministry officials can exercise enforcement discretion on lands with private surface rights but no mining rights available.
