This is an extremely cruel practice! All of these facilities should be shut down immediately. (In fact, it's my understanding that such facilities were to have been phased out by now.)
Keeping wildlife in pens for the purpose of training hunting dogs is no better than running a dog fighting ring, and I find it hard to believe that the Ontario government would even contemplate approving such a proposal!
Please refuse this application on the basis of animal cruelty.
