This is a step in the wrong direction. I disagree with the notion that if these licenses aren’t issued, people are “forced” to engage in this activity underground. No one is forced to engage in this kind of unethical activity, we have banned all kinds of torture-type animal “sports” and this is no different. Dogs can be trained for hunting using all kinds of methods, there is no need to expand these licenses. Cruelty to animals is one thing when it’s for food or medical testing, but there’s no excuse for animal cruelty for sport.
