The Ministry should not only be refusing to issue continuing permits for these existing facilities, they should actively be seeking to close the ones currently running. They should not be adding new facilities. This is nothing more than animal cruelty. If a hunter was to take a wild animal and place it into their own private pen for canines to run down and attack, they would be criminally charged. How is this any different?
