I am appalled that a responsible government would repeal an act for voters’ financial self interest without having a replacement ready to address climate change. There are three ways to reduce greenhouse gas emissions - incentives, penalties and regulation. Cap and trade worked on the first two and, according to the latest report of the Environmental Commissioner, was beginning to work. Eighteen months is not a long enough period of time to assess the effectiveness. What we are left with is regulation, which shifts the burden back to the taxpayers, not the polluters.
I am also concerned that companies that have acted in good faith will be injured by this legislation with no recourse. I have no expectation that your government will act in a fair manner. However, when companies, including international ones, find themselves with signed contracts that are meaningless, Ontario’s reputation and financial well-being is bound to suffer.
