The continuation and expansion of this cruel practice is outrageous and goes against previous agreements to phase out the practice. A major concern is also how to oversee the running of these places- and why then do we have a wildlife protection act if it can then be disregarded with hurtful practices to animal populations that are already struggling to survive against human encroachment.
