(1)Sometimes I fish with a spinner and a worm. Other times I fish with a spinner and a "Salty". It should be made clear from the outset what "Bait" means. Does it mean all bait alive and dead. Does it refer only to minnows? Where do worms, leeches , crayfish, frogs, cut up fish enter the picture?
(2) If "dead" bait is to be banned on the basis that it spreads disease, what evidence is there of this??
(3) Although bait can be caught on the Ottawa river and sold to the adjacent inland zone how
could that possibly be enforced.
