Good afternoon,

I represent Trillium Housing, a non-profit organization that delivers housing affordability to home owners using its innovative share equity Trillium Mortgage.

My comments are limited to this plan's details with respect to housing affordability/attainability on the Gerrard/Carlaw site.

After review, I conclude that there is NO plan for housing affordability/attainability in this proposal.

The Minister has the authority to include as a condition to the implementation of this plan a requirement to provide units affordable or attainable to households below a certain income threshold. This should be included within this regulation.

It is not necessary that the regulation prescribe how the affordability is delivered. It should state and require confirmation (just like the built form must be conformed to) that a certain percentage of residents (rental or ownership) at this site have household incomes below a certain income level.

We would suggest that 20% of the units must be affordable/attainable/occupied by households with incomes below the 60th percentile for Toronto. (according the MMAH data that was $98,500 in 2021).

The means of delivery of housing affordability (just like the final design of the building) should be left to the initiative/innovation of the developer.
