We finalized species-specific policies (government response statements) outlining the actions we intend to lead and support to protect and recover six species at risk in Ontario: four salamander species (Jefferson, Small-mouthed and two dependent Unisexual Ambystoma species), Nine-spotted Lady Beetle and River Darter.

We finalized the government response statements for:
- Jefferson Salamander and Unisexual Ambystoma (Jefferson Salamander dependent population) (combined policy)
- Nine-spotted Lady Beetle
- River Darter
- Small-mouthed Salamander and Unisexual Ambystoma (Small-mouthed Salamander dependent population) (combined policy)
Changes to government response statements
We made minor modifications to the proposed versions to:
- improve clarity
- better describe the intent or importance of specific actions
We made these changes based on input received from:
- public consultation
- provincial ministries
- the federal government
The combined government response statement for Jefferson Salamander and Unisexual Ambystoma (Jefferson Salamander dependent population) builds on and replaces the previous government response statement for Jefferson Salamander (2010).
The combined government response statement for Small-mouthed Salamander and Unisexual Ambystoma (Small-mouthed Salamander dependent population) is an update to a government response statement previously finalized for Blue Racer, Lake Erie Watersnake and Small-mouthed Salamander (2017).
Effects of consultation
The majority of comments provided recommendations on characterizing approaches to recovery and describing biological information on the species. Comments expressed support for continued protection of these species and suggested clarifying the importance or intent of specific actions for individual species.
In response to comments received, we made the following revisions to the government response statements:
- provided further introductory contextual information
- revised some actions to better reflect the intent of the protection and recovery actions.

Description of Policy
Species at risk in Ontario
In Ontario, once a species is listed as endangered or threatened, there is a process for gathering information and developing policy guidance to support each species.
We first engage external individuals and organizations with expertise on the species to write recovery strategies. These documents form the foundation of scientific advice and can include knowledge from the public, stakeholders and Indigenous communities and organizations.
Once recovery strategies are finalized, we have to develop a government response statement for each recovery strategy. Each government response statement is a species-specific policy that provides our goal for the recovery of the species and a summary of the prioritized actions we intend to lead and support in response to the associated recovery strategy.

Proposed government response statements
We are proposing government response statements in relation to recovery strategies for the following six species:
- Jefferson Salamander and Unisexual Ambystoma (Jefferson Salamander dependent population) (combined policy)
- Nine-spotted Lady Beetle
- River Darter
- Small-mouthed Salamander and Unisexual Ambystoma (Small-mouthed Salamander dependent population) (combined policy)
The combined government response statement for Jefferson Salamander and Unisexual Ambystoma (Jefferson Salamander dependent population) builds on and replaces the existing government response statement for Jefferson Salamander (2010).
The combined government response statement for Small-mouthed Salamander and Unisexual Ambystoma (Small-mouthed Salamander dependent population) is an update to a government response statement previously finalized for Blue Racer, Lake Erie Watersnake and Small-mouthed Salamander (2017). We are amending the original government response and consulting on the amendments related to Small-mouthed Salamander and Unisexual Ambystoma (Small-mouthed Salamander dependent population).
The recovery strategies for all six species were finalized on May 30, 2018, and are available on Ontario’s Species at Risk website.
Purpose of Policy
The proposed policies (government response statements) provide species-specific direction on the actions the government intends to lead and support in the protection and recovery of six species at risk in Ontario (Jefferson Salamander, Nine-spotted Lady Beetle, River Darter, Unisexual Ambystoma (Jefferson Salamander dependent population) and Unisexual Ambystoma (Small-mouthed Salamander dependent population)). The purpose of this notice is to inform the public that draft government response statements have been prepared and to seek feedback on the draft documents. Comments will be considered in finalizing the government response statements. Please reference Environmental Registry number 013-3761 in your comments.
