Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (Air & Noise) No.4597-9XESQX for Centerline (Windsor) Limited, for facilities for the design, production, and fabrication of industrial machinery and assemblies located in the City of Windsor, County of Essex, Ontario.
The application includes all sources at the facility including manufacturing operations including welding, component assembly, and painting and surface coating operations, maintenance activities, and non-process sources of combustion. The amendment is to reflect the current operations at the site.
Emissions to the air from this facility include alcohols, calcium carbonate, hexamethylene diisocyanate, hexane-1,6-diisocyante, iron (ferric) oxide, manganese, methyl ethyl ketoxime, and particulate matter.
The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
