The site is located less than 1 kilometer south east of Sunderland. Entrances to the site are all located on Concession Road 5.

The site is Aggregate Resources Act (ARA) licence No. 6528.

Decision details

The changes to the site plan for ARA licence No. 6528 were approved by the Regional Director on December 21, 2021.

The approval allows Brock Aggregates Inc. to reconfigure the areas permitted for below the water table extraction and ponds in final rehabilitation.  The proposal will not result in an increase to the area which currently permits below the water table extraction.

Below the water table extraction in the southern most cell of the pit will increase 0.5 hectares in size, from 13.3 hectares to 13.8 hectares. In this location a 27m reduction to the horizontal excavation setback is proposed, for a total increase of 0.19 hectares in size.

In the northern most cell, extraction will change from below water extraction to above water extraction for an area 8.4 hectares in size.

The pond north of concession 5 will increase 7.9 hectares in size, from 8.5 hectares to 16.4 hectares.

Effects of consultation

The concerns were related to groundwater and a groundwater modelling assessment being conducted by the Regional Municipality of Durham.

The concerns were addressed by providing additional information, revisions to the site plan and allowing time for the municipality to complete the groundwater modelling assessment.

Proposal details

Brock Aggregates Inc. currently operates the site under the authority of licence No. 6528 under the Aggregate Resources Act (ARA). In total, the licence is 244.49 hectares in size.

There is no proposal to lower the final extraction elevation. This proposal will affect the final pond contours on site and as a result the rehabilitation plan will have adjustments.

The size of an approved pond south of Concession 5 is proposed to increase 0.5 hectares in size, from 13.3 hectares to 13.8 hectares. It is in this location that a proposed 27m reduction to the excavation setback is located, within the licenced area, for a total of 0.19 hectares in size. 

Brock Aggregates Inc. is proposing to change from below water extraction to above water extraction for an area 8.4 hectares in size, north of concession 5 (closest to municipal wells). 

A second approved pond located north of concession 5 is proposed to increase 7.9 hectares in size, from 8.5 hectares to 16.4 hectares, away from the river/wetland system, to the west, and municipal wells near Concession Road 6, to the north.

Brock Aggregates Inc. currently operates the site under the authority of licence No. 6528 under the ARA. In total, the licence is 244.49 hectares in size. The annual tonnage condition for the licence is 1,220,000 tonnes.
