Bulletin summary

We amended Renewable Energy Approval No. 7123-9W9NH2 for Amherst Island Wind Project, located at Lot 29-76, Concession 1-3, 50 Concession 2, in Loyalist Township of County of Lennox and Addington. The amendment is to modify one wind turbine (S37) with installation and operation of a Borealis ice protection system to allow its performance testing.

Why consultation isn't required

This notice informs you of the amendment to the Renewable Energy Approval and your right to require a hearing in respect of this decision.

We consider this a minor amendment and do not expect it to have any significant impact on the environment. Therefore, public consultation through the Environmental Registry is not required.

Bulletin details

On July 28, 2021, we amended Renewable Energy Approval No. 7123-9W9NH2 to install and operate an ice prevention system within turbine S37. The system consists of:

  • a blade heater installed inside each blade
  • a control cabinet installed within the nacelle

The system will de-ice the blades when the wind turbine is off (not spinning) and should prevent the build-up of ice on the blades when the turbine is operating.

The reason for this amendment is to test the blade heater’s ability to control or prevent ice build-up on the wind turbine blades, and ultimately address concerns regarding the potential for ice throw.

The project change may result in minimal increases in the overall noise levels emitted from the equipment. However, there is no change to the project location and no impacts on archaeological, cultural or natural heritage resources.

This Class 4 wind facility, known as the Amherst Island Wind Project, is located at Lot 29-76, Concession 1-3, 50 Concession 2, in the Loyalist Township of the County of Lennox and Addington.

Third party hearing provisions

Any resident of Ontario may require a hearing by the Environmental Review Tribunal within 15 days after the date this decision is loaded to the Environmental Registry by written notice served upon all of the following:

    • serious harm to human health
    • serious and irreversible harm to plant life, animal life or the natural environment

  2. The portion of the renewable energy approval in respect of which the hearing is required

  3. The relief sought
