Effects of consultation

Nine comments were received by the proposal, which was initiated based on the Ministry of the Environment, Conservation and Parks Stormwater Management inspection report by the Toronto District Office.

The comments contained a number of subjects outside the scope of the Sewage Works application review process, such as fugitive dust issues of the site, as well as other potential issues of industrial neighboring properties, which may include odour.

Soil quality reports were submitted along with the application which belonged to 4 source sites and the soil belonging to these source sites is now reportedly sitting on the 953 Wilson Site. The submitted soil quality reports show that the soil currently stored on the 953 Wilson Site is clean.

The District Office, in discussion with the Geosoil Inc., indicated that no new soil has been stored on the site prior to 2021 and that no new soil will be stored on the site going forward.

The proposal has demonstrated that the facility can operate in accordance with the ministry's applicable legislative requirements, namely Section 53 of the Ontario Water Resources Act.

The approval contains conditions related to stormwater management works strategies (such as storm erosion control and sediment measures) and drainage for the site.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

Proposal details

This proposal is for a new Environmental Compliance Approval for Geosoils Inc. for sewage works to be located at 953 Wilson Avenue in the City of Toronto.

The subject property covers an area of approximately 1.60 hectares, and currently consist of an existing contractor’s yard used to stockpile soil and aggregates for manufacturing operations. The project is located within a mixed-use commercial, industrial, and residential neighbourhood.

The works involved in this project consist of:

  • on-site grading
  • erosion and sediment control measures

The existing stockpile on-site is to be re-graded to minimize the potential for future spills into the existing channel. Perimeter property line swales are proposed to cut-off drainage from adjacent properties and direct stormwater through the proposed erosion and sediment control measures prior to discharging into the existing channel.
