Why consultation isn't required
This notice informs you of the amendment to the Renewable Energy Approval and your right to require a hearing in respect of this decision.
We consider this amendment to be a technical change and do not expect it to have any significant effect on the environment. Therefore, public consultation through the Environmental Registry is not required.
Bulletin details
On July 26, 2022, we amended Renewable Energy Approval (REA) No. 7123-9W9NH2. This amendment is a technical change to allow Windlectric Inc. to permanently install and operate an ice prevention system within turbine S37. The system consists of:
- a blade heater installed inside each blade
- a control cabinet installed within the nacelle
The system will de-ice the blades when the wind turbine is off (not spinning) and should prevent the build-up of ice on the blades when the turbine is operating.
This amendment is a follow up to the temporary amendment that the ministry issued to Windlectric Inc. on July 28, 2021. The temporary amendment allowed the company to install the Borealis system at wind turbine S37 and operate it for a testing period of twelve months.
As part of the temporary amendment, the ministry included a condition in the approval that required the company to undertake an Immission Acoustic Audit of the acoustic immissions produced by the operation of turbine S37 with the Borealis system in place to determine if it meets the ministry’s noise level limits.
Windlectric Inc. submitted the acoustic audit report on March 18, 2022. The ministry reviewed the report and found the company to be in compliance with the applicable conditions in the REA.
A Noise Impact Assessment report was submitted with the amendment application for the permanent installation at wind turbine S37. This report has determined that the estimated sound pressure levels at all qualified receptors (e.g. residences) and vacant lots in the wind facility area will comply with current ministry sound level limits.
No new environmental effects are expected beyond those that were previously identified, documented and consulted on through the Renewable Energy Approval process.
This Class 4 wind facility, known as the Amherst Island Wind Project, is located at Lot 29-76, Concession 1-3, 50 Concession 2, in the Loyalist Township of the County of Lennox and Addington.

Any resident of Ontario may require a hearing by the Ontario Land Tribunal (OLT) within 15 days after the date this decision is loaded to the Environmental Registry by written notice served upon all of the following:

- A description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause either:
- serious harm to human health
- serious and irreversible harm to plant life, animal life or the natural environment
- The portion of the renewable energy approval in respect of which the hearing is required
- The relief sought.
