Decision details
The changes to the site plan for ARA Licence No. 2081 were approved by the Director on November 24, 2025.
The approval allows Lafarge Canada Inc. to amend the current site plan to change the final depth of extraction from above the water table to below the water table to a maximum depth of 258 masl., in a site that allows excavation below the water table in another area of the site.

Effects of consultation
One (1) comment was received in response to the Environmental Registry notice.
The comment requested the licensee to conduct an Environmental Impact Assessment (EIA) and had concerns over groundwater quality, ecosystem preservation and biodiversity. A request for comprehensive monitoring and compliance on the site.
Comments were received through the Aggregate Resources Act (ARA) consultation process.
The concerns were related to:
- Well head protection zone, groundwater map, temperature profiles and update radius of influence calculations.
- Notes added to site plan referencing the groundwater monitoring program and a note added to the rehabilitation plan discussing well abandonment once they are no longer needed.
- Removal of ambiguous language such as +-.
- Additions to the site plan for existing and proposed buildings, processing equipment,
- Location, footprint and vegetation of berms on site.
- Tree screen details, including species, monitoring and maintenance.
- Excess soils conditions added to site plan.
- Add land uses such as zoning to site plan.
- Add direction for phasing on site plan.
- Clarification on recycling, number of lifts and fuel storage,
The concerns were addressed by providing additional information and revisions to the site plan.

The proposed request for this licence is being circulated within the Ministry of Natural Resources and Forestry. Additionally, notification of this application has been forwarded to the City of London, Ministry of the Environment, Conservation and Parks– Species at Risk, Ministry of the Environment, Conservation and Parks – London Office, Upper Thames River Conservation Authority and Landowners within 120 metres of the boundary of the pit, for comment.
