Decision details
We issued a new Environmental Compliance Approval (waste disposal site) to Draglam Waste & Recycling Inc., for a waste transfer and processing station. The site is a 0.99 hectares property located at 225 Artesian Industrial Pky., Bradford West Gwillimbury, Town of Simcoe, Ontario.
The site is approved to accept only construction and demolition waste from residential, industrial, commercial and institutional sources located in Ontario. No liquid waste, hazardous waste or putrescible waste will be received.
The approved waste management activities include the receipt, sorting and temporary storage of construction and demolition waste, and the compaction of any residual waste. Mixed construction and demolition waste will be received, unloaded and sorted in the storage building, and the separated waste will be stored in the storage building or within covered bins/bunkers outdoors.
The maximum quantity of waste to be received at the site in 299 tonnes per day and the maximum quantity of waste to be stored on site is 299 metric tonnes.
The facility will be operational 24 hours per day Monday to Saturday.

Start the process to appeal
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

Proposal details
This proposal is for new Environmental Compliance Approval (waste disposal site) for Draglam Waste & Recycling Inc. to operate a dry non-hazardous waste transfer station at 225 Artesian Industrial Parkway, Township of Bradford West Gwillimbury, Ontario.
The subject site is a 2.45 acres, rectangular shaped property. The site operations include receipt, sorting, temporary storage and dispatch of materials.
The non-hazardous waste to be brought on site will consist of wood, drywall, brick, pipes, salt, nails etc. The material will be stored on site in an enclosed dome. There will be outdoor storage of recyclable dry materials such as wood, glass, steel etc. in covered outdoor storage bins. The service area for the proposed use will be Southern Ontario.
The facility will be operational Monday to Saturday 4 a.m. to 11 p.m.
The maximum quantity of waste to be stored on site is 299 metric tonnes. A maximum of 199 metric tonnes of waste will be transferred from the site daily.
