Decision details

The new Environmental Compliance Approval was issued for a waste disposal site (processing) for 2374868 Ontario Inc., located at 6678 Wellington Road 34 in Cambridge, Ontario. The 2.2-hectare site will be used as a hydrovac soil processing facility.

The site receives slurry from sites in Ontario and dry soil is generated by physical water separation. The site's daily receiving is limited to 125 tonnes per day, and site storage is limited to 525 of solid soil and residuals and 440 cubic metres of liquids.

Receiving, unloading/loading and shipping may take place between 7:00 am to 6:00 pm, Monday to Friday. Waste may be processed and managed at the site 24 hours per day, 7 days a week, unless otherwise restricted by municipal by-laws.

Surface water sampling and groundwater monitoring requirements have been imposed to prevent impacts to groundwater from infiltration at the site.

Effects of consultation

The three comments were addressed as follows:

  1. The Township's comments received from the Wellington Source Water Protection Office were addressed as follows:
     
    • Condition 35 requires the Owner to prepare and submit an emergency response plan to the Fire Department within 30 days of issuance.
    • Condition 28.10 requires the Owner to prepare a Spill Prevention and Contingency Plan for the site
    • Condition 28 requires surface water sampling prior to infiltration and a groundwater monitoring program to be carried out
    • The groundwater monitoring program requires assessment of groundwater conditions with Guideline B-7 which includes sodium and chloride, and Condition 28.11 requires the Owner to prepare a plan to prevent impacts to groundwater from the storage and use of winter maintenance materials including salt
    • Condition 28.1 requires that impermeable liners be constructed under all soil storage areas and water storage/conveyance areas to prevent uncontrolled infiltration
    • Condition 28.12 clarifies that any water takings must only be carried out with any Permit to Take Water as required

  2. The Township's comments prepared by the Interim CAO were address as follows:
     
    • ECAs for both Waste and Air were received, reviewed and issued for this site
    • We recognize that the zoning issues for the site have not been resolved to the Township's satisfaction, however the signing Director cannot refuse the application based solely on zoning
    • Condition 28 requires surface water sampling prior to infiltration and a groundwater monitoring program to be carried out
    • Condition 25.4 requires that excess soil being sent off-site for beneficial reuse is sent off-site in accordance with section 3 in O. Reg. 406/19
    • The requirements set out in section C1 of the Soil Rules do not apply to a Class 1 Soil Management site with an ECA in place
    • Condition 28.10 requires the Owner to prepare a Spill Prevention and Contingency Plan for the site

  3. The comments received from the individual were addressed as follows:
     
    • While this ECA cannot address past non-compliance, the issuance of this ECA will ensure appropriate controls are in place to prevent environmental impacts going forward

Proposal details

The proposal is for a new Environmental Compliance Approval for a waste disposal site (processing) for 2374868 Ontario Inc., located at 6678 Wellington Road 34 in Cambridge, Ontario. The 2.2-hectare site will be used as a hydrovac soil processing facility.

The site receives slurry from hydrovac vehicles from sites in Southern Ontario and dry soil is generated by physical water separation. The site will have a maximum daily receiving rate of 250 tonnes of liquid soil and a maximum total storage capacity of 1,125 tonnes of soil at any one time.

Soil is tested and then largely used for beneficial reuse for closed aggregate pit rehabilitation on the property as it meets Table 1 Background standards. Some soil and aggregate material are recovered for recycling and for beneficial reuse at other appropriate properties. Residual soil which does not meet reuse criteria is transported and disposed of at a permitted off-site treatment or disposal facility.

Separated water is tested and managed by an on-site stormwater management system, and there is a groundwater monitoring program reviewed by the Ministry of the Environment, Conservation and Parks in place.

Receiving, processing and shipping may take place between 7:00 am to 6:00 pm, Monday to Friday. The site also occasionally provides hydrovac services outside typical operating hours (e.g., after hours and weekends).
