The site is adjacent to the North boundary of ARA licence No. 4194.

Decision details

The changes to the site plan for ARA Licence No. 4216 & 5204 were approved by the Director on November 17,2025

The approval allows R.W. Tomlinson Limited to amend the current site plan for both sites to change the final rehabilitation from a pond to a filled-to-grade landform, allowing for the importation of 13,000,000 m³ (Licence #4216) and 14,000,000 m³ (Licence #5204) of excess soils. Fill importation was previously permitted at both sites and backfilling was approved on the eastern portion. The approved total includes areas where backfilling to grade was already permitted.

Proposal details

Application has been made by R.W. Tomlinson Limited to amend the current site plan for both sites to change the final rehabilitation from a pond to a filled-to-grade landform, allowing for the importation of excess soils. Fill importation is currently permitted at both sites and backfilling is approved on the eastern portion. The Licensee is proposing to backfill the remainder of both sites.

The licensee has calculated that the required rehabilitation, which is outlined on the site plan, will require the importation of 13,000,000 m³ (4216) and 14,000,000 m³ (5204). This total includes areas where backfilling to grade is already permitted.

Public consultation opportunities

The proposed request for both licences is being circulated within the Ministry of Natural Resources. Additionally, notification of this application has been forwarded to the City of Ottawa, Rideau Valley Conservation Authority and landowners within 120 metres of the subject property, for comment.
