PPG Canada Inc. - Environmental Compliance Approval (air)

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air & noise) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from PPG Canada Inc., a manufacturing facility producing seal-caps, paints and coatings, largely for the aerospace industry, located in the City of Mississauga, Ontario.

The application includes all sources at the facility, including manufacturing operations such as seal cap injection, seal cap curing, filling of flammable paints, blending of flammable coatings and paints, repackaging paints, repackaging coatings, solvent cleaning, and quality control. An amendment since the issuance of existing ECA No. 5877-D4ULY6 includes a new blending process for the on-site production of coatings that will exhaust through an existing paint spray booth and side wall fan. Emissions to the air from this facility include:

• ethyl 3-ethoxypropionate
• nitrogen oxides
• n-butyl acetate
• quartz
• strontium chromate
• cyclohexane
• isophorone diisocyanate
• kaolin, and
• 2,2-thiodiethanethiol

The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
