Decision details
A decision was made on April 14, 2026 to approve, with 17 modifications, Amendment No. 46, adopted by the City of Ottawa pursuant to sections 17 and 26 of the Planning Act by By-law 2025-294, to the City of Ottawa Official Plan. Notice of this decision was issued on April 15, 2026 to the City of Ottawa.
The adopted official plan amendment was reviewed for consistency with the Provincial Planning Statement, 2024, conformity with applicable provincial plans, and regard for matters of provincial interest as set out in section 2 of the Planning Act.
The 17 modifications were made in consultation with partner ministries and required for the official plan amendment to be consistent with the Provincial Planning Statement (PPS) 2024 and conform to applicable legislation as it relates to major transit station areas, employment areas, and cultural heritage resources.
The official plan amendment, as approved, modifies policies to increase minimum density requirements surrounding major transit station areas and aligns the policies applying to employment areas to be consistent with the employment area policies of the Provincial Planning Statement (PPS) 2024.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Amendment No. 46 to the City of Ottawa Official Plan, as approved by the Minister, came into effect on April 15, 2026.
Effects of consultation
As a result of public consultation for Amendment No. 46 to the City of Ottawa Official Plan, the ministry received 9 comments through the Environmental Registry of Ontario (ERO) and 4 comments through email to ministry staff. The comments through the ERO related to settlement area expansions and cultural heritage conservation. Three of the correspondences received by email contained a letter requesting an increase to heights and density for 3 major transit station areas in the City, and another email contained a letter affirming that OPA 46 correctly removed provincially significant wetlands from 2 properties that were deemed not to be provincially significant wetlands through appropriate evaluations. All comments received were taken into consideration prior to a decision being made.

How to Appeal
Appeals are not allowed
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Amendment No. 46 to the City of Ottawa Official Plan, as approved by the Minister, came into effect on April 15, 2026.

The Ministry of Municipal Affairs and Housing received an application from the City of Ottawa for approval of Official Plan Amendment 46 which the city adopted by By-law 2025-294 on July 23, 2025. The official plan amendment will amend the city's existing official plan which was approved by the Ministry of Municipal Affairs and Housing on November 4, 2022. The amendment will update official plan policies and mapping for consistency with the Provincial Planning Statement, 2024.
The proposed official plan amendment will be reviewed for consistency with the Provincial Planning Statement, 2024 and regard for matters of provincial interest as expressed in the Planning Act. This includes the orderly development of safe and healthy communities, adequate provision of a full range of housing, and the adequate provision of employment opportunities and protection of economic well-being, among other interests.
The official plan amendment is now before the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act. As set out in subsections 17 (36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan amendment adopted in accordance with section 26 is final and not subject to appeal.
