This application for an amendment is made to the existing Environmental Compliance Approval (ECA number A650041), issued to Canadian Liquid Processors Ltd. (CLP) for the use and operation of a facility that processes recyclable post-consumer recyclable materials as defined in O. Reg 101 (Blue Box Materials), such as metal and plastic containers, packaging materials and paper fibre materials, glass containers, etc.
The CLP facility in Hamilton operates under an Environmental Compliance Approval issued by the Ontario Ministry of the Environment, Conservation & Parks (MECP) has a total facility area of 3.62 hectares, that has been in operations for waste management activities for over 30 years involving with the processing and transfer of solid non-hazardous recyclable waste materials.
The CLP facility is currently approved to process recyclable materials up to 3,750 cubic metres of glass and other source-separated recyclable materials per day, and up to 250 cubic metres per day of other liquid wastes from food processing/preparation operations.
This application seeks to receive for subsequent transfer each day to other recycling facilities recyclable materials collected from the City of Hamilton. The recyclable materials will be received and unloaded from collection vehicles within a building structure measuring approximately 55 metres x 18.5 metres = 1,000 square metres. The building structure has a sloped roof structure that is 7.3 metres high at the north and 8.8 at the south. It is expected that the facility will receive 150 to 200 metric tonnes of recyclable materials each day with a maximum amount of recyclables not to exceed 300 metric tonnes on any given day.
This application for amendment to the ECA will not increase the amount of total recyclable materials that are being received each day or increase the maximum quantity of recyclable materials in storage at any one time. The processing and transfer of municipal recyclable materials for this application will operate from 7 a.m. to 7 p.m. Monday to Saturday. Other waste processing operations are currently operating 24 hours a day, 7 days a week and serves Canada & the United States of America.
CLP is not seeking any increase in allowable storage limit of waste at the facility. Specifically, it is proposed that the clause 6.1 of ECA A650041 should read "The Company shall not receive more than three thousand seven hundred and fifty cubic metres of recyclable material per day".
