Proposal details

This application is for a new Environmental Compliance Approval for the use and operation of a waste disposal site to be used for the recycling, processing, and transfer of solid non-hazardous waste generated from residential, industrial, institutional, and commercial sectors, including construction and demolition waste, blue box recyclable materials and tires. The proposed facility will also be accepting, re-sampling if required, and shipping off excess soil and rock for beneficial reuse. The waste processing is limited to stockpiling, sorting, segregation, shredding, grinding, and separation to produce alternative low-carbon fuels (ALCF).

The proposed maximum incoming rate of solid non-hazardous waste is 1,000 tonnes per day and will consist of the waste types listed above, such as C&D waste, metals, asphalt shingles, drywall, paper/cardboard waste, tires, and wood waste, and the proposed maximum incoming rate of inert materials and excess soil/rock for beneficial reuse is 2,000 tonnes per day with any combination of inert materials, including concrete, asphalt, brick/block and excess soil/rock. The following maximum storage capacities are proposed:

  • storage of unprocessed solid non-hazardous waste and processed ALCF in the proposed processing/transfer building is 1,000 tonnes
  • storage of excess soil/rock for beneficial reuse and inert materials in the proposed Britespan building structure is 3,000 tonnes

The waste recycling facility is to serve the Province of Ontario. The planned receiving and operation hours are 24 hours a day, 7 days a week.

The proposal also includes the following:

  • construction of a new processing/transfer building for indoor storage and processing of all incoming mixed solid non-hazardous waste including blue box recyclable materials and processed ALCF and a Britespan building structure for excess soil/rock handling
