1648133 Ontario Ltd. operating as Fumar Dixie Road - Environmental Compliance Approval (air)

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from 1648133 Ontario Ltd., operating as Furmar Dixie Road, a hot-mix asphalt plant and aggregate depot facility, located in the City of Mississauga, Ontario.

The application includes all sources at the facility, including manufacturing operations of the hot-mix asphalt plant, including aggregate receiving, storage, and transfer, asphalt cement receiving and storage, aggregate drying, hot-mix asphalt production, process heating, as well as aggregate depot processes and other related equipment. Emissions to the air from this facility include:

• particulate matter
• respirable crystalline silica (quartz)
• nitrogen oxides
• benzo(a)pyrene
• benzene
• naphthalene
• arsenic
• lead, and
• nickel

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
