Proposal details

WELLESLEY SERVICE CENTRE LTD, has requested an extension to September 1, 2026 due to winter conditions and availability of new tanks so that the site can continue to operate until new tanks can be obtained. They expect that a renovation could start as early as July 2026.

Safety Assessment

WELLESLEY SERVICE CENTRE LTD offered the following safety methods:

  • Precision leak test was conducted and passed on March 6, 2023
  • All tanks and diesel piping passed cathodic protection test on April 28, 2023
  • Precision leak test was conducted and passed on March 28, 2024.
  • Cathodic protection on failed piping has been upgraded and passed test on April 30, 2024.
  • Precision leak test was conducted and passed on June 23, 2025.
  • Cathodic protection on failed piping has been upgraded and passed test on July 8, 2025.
  • They are willing to do another precision test leak test and another cathodic protection test.

TSSA assesses that there is likely to be no environmental impact should this variance be granted.
