Proposal details

Proposal Updates

Due to the ERO outage beginning May 20, the comment period for this notice has been extended to June 2nd, 2026 to ensure adequate time for public review.

Proposal Details

Application has been made by Drain Bros. Excavating Limited to amend the current site plan. The change would permit below water extraction in the 15m and 30m setbacks along the east boundary. This change would allow for the pond to connect with the adjacent proposed below water expansion application (application #626457). Application #626457 considered below water extraction within these setbacks as it anticipated the two sites would connect to form a single pond. A decision has not yet been made on application #626457. This proposal and the expansion application are being considered by the ministry concurrently.

Public consultation opportunities

The adjacent expansion application by Drain Bros. Excavating Limited (application #626457) considered below water extraction of the east setbacks within Licence No. 3350, to align with the proposed expansion site. The following agencies were circulated and provided the opportunity to review and comment on that proposal: Ministry of Natural Resources, Township of Havelock-Belmont-Methuen, County of Peterborough, Crowe Valley Conservation Authority, Fisheries and Oceans Canada, and Ministry of the Environment, Conservation and Parks. The consultation requirements under the Aggregate Resources Act for an amendment to extract below the water table within setbacks were satisfied by the consultation undertaken for application #626457.

Other Information

The technical report requirements for an amendment to extract below the water table within setbacks are:

  • Water Assessment
  • Natural Environment Assessment
  • Planning and Land Use Considerations
  • Source Water Considerations

The above report requirements were satisfied by the technical reports prepared for application #626592. The following information was submitted to the Ministry of Natural Resources as part of the expansion application:

  • Summary Statement (‘Summary Report’ which included Planning and Land Use Considerations)
  • Natural Environment Report (‘Natural Environment Level 1 and 2’)
  • Cultural Heritage Report (‘Archaeological Assessment Stage 1 and 2’)
  • Water Report (‘Hydrogeological Assessment’, ‘Maximum Predicted Water Table Report’, and ‘Water Report Level 1 and 2’)
  • Noise Assessment Report
  • Site Plan

Details of these technical reports can be referenced in the ERO posting for the expansion application (019-1321).
