Proposal summary
Ontario is proposing to make changes to the Uxbridge Urban Provincial Park Management Plan (2005). The changes would update site-specific policies to guide the management of 9.4 hectares proposed for addition to the park boundary.
Proposal details
Uxbridge Urban Provincial Park is a 1,350 acre (532 hectares) urban class park situated in the Township of Uxbridge, 25 kilometres east of Newmarket and 50 kilometres northeast of Toronto.
Located on the Oak Ridges Moraine, a significant landform in southern Ontario, Uxbridge Urban Provincial Park protects land that is important for ecological and recreational connectivity. The park provides long-term protection of biodiversity and important habitat for species at risk while providing opportunities for ecologically sustainable recreation activities, such as hiking and cycling.
The Ministry of the Environment, Conservation and Parks released a management plan in 2025 providing policy to guide the park’s long-term development, protection, and management. We are now proposing an amendment to the Uxbridge Urban Provincial Park Management Plan to include site-specific policies for 9.4 hectares of land proposed for addition to the boundary of Urban Uxbridge Provincial Park. No changes are being proposed to the policies that apply to the original park lands.
Proposed changes to the Uxbridge Urban Provincial Park Management Plan
Park zones including Natural Environment (NE), Development (D), and Access (A) are being considered for the lands proposed for addition. The location of the zoning would be determined after careful consideration of natural and cultural heritage values, and consultation with municipalities on transportation safety criteria.
Natural Environment zoning
Approximately 8 hectares of the proposed land addition are being considered for natural environment zoning. Section 6.2 – Natural Environment zone would be amended as follows:
- NE1 zone – Natural Environment (136 hectares)
Access zoning
An access zone is being considered for the proposed land addition. Section 6.4 – Access zone would be amended by updating the description of Access zone A1 to include one of the entrance locations as follows:
- Old Stouffville Road or Highway 47 or Concession 6 access to enable a potential future access point, should the location be needed for entry into development zone D4
Development zoning
Approximately 1.4 hectares of the proposed land addition are being considered for development zoning. Section 6.5 – development zone would be amended to include a new development zone at one of the locations as follows:
- D4 zone – Parking Facility Development (1.4 hectares)
Description: this zone is located immediately west of Old Stouffville Road near Concession Road 6 and south of Highway 47 or southwest of the intersection of Highway 47 and Concession Road 6.
Management intent: this zone will be managed as a staging area that provides visitors with access to the park's existing trail network and opportunities for ecologically sustainable recreation. It will accommodate facilities such as a parking area, washrooms, an information kiosk, other infrastructure and utilities needed to support park visitor access. It’s close proximity to trails outside the park, as well as nearby commercial areas, will help strengthen the park's connection to the Town of Uxbridge.
The zoning and trail network map would be updated to reflect the proposed management plan amendments for park zones as described above.
Administrative edits would also be required throughout the management plan to update information such as the size of the park and revisions to park maps to reflect the new boundary.
Opportunities for public consultation
We are interested in any comments the public may have. This is the only opportunity for the public to comment on this proposed amendment to the Uxbridge Urban Provincial Park Management Plan. All comments will be considered in the amendment to the management plan.
The ministry will notify Indigenous communities and contacts on the project mailing list, including provincial and regional stakeholders, to advise them of the proposal.
