Proposal details

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air and noise) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from UNIAG Coopérative a bulk dry fertilizer blending facility, producing dry fertilizer, located in the Municipality of The Nation, Ontario.

The proposed facility will have a Production Limit of:

  • 800 tonnes of received bulk dry fertilizer products per day
  • 900 tonnes of processed, and shipped bulk dry fertilizer products per day

The main processes at the Facility consist of the following:

  • Bulk dry fertilizer receiving, blending, and shipping
  • Packaged goods shipping and receiving
  • Maintenance activities

There is also a farm supply store that operates on the site. The Facility will operate up to 24 hours per day, and up to 7 days per week.

Contaminants emitted into the atmosphere include:

  • particulates
  • nitrate, sulfate, and phosphate compounds
  • urea
  • manganese compounds
  • calcium fluoride
  • calcium carbonate, and
  • sodium chloride

The Environmental Compliance Approval with Limited Operational Flexibility (air and noise), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air and noise). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
