Proposal details
This proposal is to amend Environmental Compliance Approval (waste disposal site) No. 1687-9M5JJA for the non-hazardous waste transfer and processing facility operated by Les Les Entreprises H.D.J.S. Gascon Limitee/ Limited. The 18.5-hectare facility is located at 5320 Highway 17 in the Township of Alfred and Plantagenet, Ontario, and services approved generators and transporters from Ontario and Quebec.
The amendment proposes updates to the approved waste categories, storage capacities, processing activities, operational areas, and environmental management measures. Materials proposed for acceptance include biosolids, processed and source-separated organics, leaf and yard waste, papermill sludge, soils, ashes, wood waste, peat moss, asphalt, concrete, Blue Box materials, and construction and demolition materials. Hazardous waste and liquid industrial waste will not be accepted.
On-site activities may include sorting, shredding, crushing, blending, drying, stabilization, and curing to produce landscaping soil, recycled aggregates, and other beneficial reuse products. Recovered recyclables will be transferred to authorized recycling facilities, while non-recyclable residual waste will be transported to authorized treatment or disposal facilities.
The application proposes maximum daily receipt limits of 1,500 cubic metres for other liquid waste and 3,500 tonnes for non-hazardous solid waste, respectively. The proposed maximum annual receiving and processing throughput for non-hazardous solid waste is 465,000 tonnes per year. The proposed annual residual waste allowance for final disposal is 69,750 tonnes per year, equivalent to approximately 191 tonnes per day on an annual-average basis.
Environmental protection measures include segregated storage and processing areas, covered dome structures, controlled curing areas, proposed dedicated contact water containment, proposed stormwater management improvements, and surface water monitoring.
The proposed hours of operation are Monday to Friday from 7:00 a.m. to 5:00 p.m. and Saturday from 7:00 a.m. to 12:00 p.m.
