City of Richmond Hill - Approval to amend a municipality’s official plan

On September 29, 2026, the Ministry of Municipal Affairs and Housing received for a decision the City of Richmond Hill's proposed official plan amendment 18.9, which was adopted by the City of Richmond Hill’s municipal council on September 16, 2026.

The proposed official plan amendment is a result of the City of Richmond Hill’s review of the official plan currently in effect, as required under section 26 of the Planning Act. 

Official Plan Amendment 18.9 proposes to update the overall land use policies of the City of Richmond Hill’s Official Plan to conform with the Greenbelt Plan, Oak Ridges Moraine Conservation Plan, and be consistent with the Provincial Planning Statement, 2024.

The Ministry will review the matter for consistency and conformity with applicable provincial land use policies and plans. All feedback received will be considered before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.

Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing to approve an official plan adopted in accordance with section 17 is final and not subject to appeal.
