Approval has been granted in support of continued waste processing activities by Gerdau Ameristeel Corporation at the 200 Dawson Road Metal Recycling facility in Guelph, Ontario.

Gerdau Ameristeel Corporation is the current "Company/Owner/Applicant" of the facility and has been in operation on this site for 10 years.

The site is operational Monday to Friday from 7am until 4pm.

Waste processing activities are in regards to the ongoing pick-up, processing, and handling of metal-bearing spent filter cloth from off-site manufacturing.

Metal-bearing filter cloth is collected from manufacturing facilities using lugger bins delivered from Gerdau. The bins are transported via truck to 200 Dawson Road.

As part of processing, if there is a significant volume of fluid present in the bin, the fluid is drained in a covered pen to an on-site underground storage tank with a maximum storage capacity of 114,000 litres.

Waste liquids from the tank are shipped via a Ministry of the Environment, Conservation and Parks (MECP) approved hauler to a MECP waste water treatment plant.

The metal-bearing filter cloth is processed using physical agitation to separate the metal fines from the cloth, and the cloth and metal is stored in adjacent piles.

Gerdau has a maximum storage capacity of 50 tonnes of filter cloth. The metal fines are shipped to an off-site facility for recycling, while the processed filter cloth is picked up and transported for final disposal at a MECP approved Waste Disposal Site.  The metal-bearing filter cloth is approximately 80% iron fines, 10% filter cloth waste, and 10% cutting fluid. The site serves the Province of Ontario.

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal
