Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
This proposal is for an amendment to Environmental Compliance Approval (Waste Disposal Site) No. A371203 to allow for construction of a leachate forcemain between pumping chamber PS2 and leachate holding lagoon at the Richmond Landfill, owned and operated by Waste Management of Canada Corporation.
The site is located at 1271 Beechwood Road, Town of Greater Napanee, County of Lennox and Addington.
The landfill has an approved fill area of 16.2 hectares within a property of 138 hectares. The landfill ceased to accept waste on June 30, 2011 and is maintained regularly during the post closure period. The site used to service the Province of Ontario but is now closed to the public.
The proposed forcemain is intended to improve handling of leachate during leachate holding lagoon operation. The lagoon would be used in case of an emergency during high flow periods to provide additional on site storage beyond that available in the leachate storage tank. No changes to tonnages, service area or hours of operation are requested under this proposal.
