Bulletin summary

The Director of Exploration has made a decision on the exploration permit application PR-20-000172 to Joerg Kleinboeck for early exploration activities in the Township of Scholes.

The decision is to issue the permit.

Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Although consultation was not required, the ministry did consult with the public on this proposal by posting ERO# 019-1918 for public comment from June 10, 2020 to July 10, 2020. To ensure transparency, the ministry is providing details of its decision and the effects of consultation on decision-making in this notice.

Bulletin details

On July 14, 2020 the ministry issued an exploration permit near Sudbury to conduct line cutting, geophysical surveying requiring a generator and drilling.

This permit will allow the company to

  • mechanized Drilling (where the drill weight is greater than 150 kilograms)

The potential disturbance from the activities are described as:

Drilling: provides rock samples from below the surface. Testing the samples determines the properties of the soil and rocks, including mineral and metal content. Potential environmental disturbances include (but are not limited to): clearing surface terrain for “drill pads” (small areas cleared for drill rigs and/or helicopters), installing casings (hollow steel pipes called the collar), and pumping water from a sump, nearby lakes, rivers or streams.

The exploration permit was issued once all Indigenous communities and the public had the opportunity to provide comment or raise their concerns. The issued exploration permit is valid for a period of three years from the date of issue.

The mining activities are located approximately 73 kilometres north east of Sudbury, Ontario, in the Townships of Scholes, Sudbury Mining Division, South Region.

Effects of consultation:

No comment was received through the Environmental Registry of Ontario resulting in no impact on the decision to proceed or not with this proposal.

Third parties are not able to apply for leave to appeal in respect of proposals which are posted while Ontario Regulation 115/20 is in effect.
