A decision was made on August 15th, 2025 to approve in part, with 1 modification, the City of Toronto Official Plan Amendment 575 adopted in accordance with section 26 of the Planning Act by By-law 846-2022. Notice of this decision was issued on August 15th, 2025 to the City of Toronto.
The adopted Official Plan Amendment 575 was reviewed for consistency with provincial policies and regard for matters of provincial interest set out in the Planning Act.
Official Plan Amendment 575 implements the policies of the Provincial Planning Statement, 2024 and meets the major transit station area requirements of the Planning Act. Official Plan Amendment 575, as approved, sets out new policies for transit station areas and delineates and plans for twenty-two (22) major transit station areas.
A decision was withheld by the Minister on the following major transit station areas: McCowan, Science Centre, and Milliken.
1 modification has been made by the Minister to ensure consistency with provincial policies.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the City of Toronto Official Plan Amendment 575, as modified and approved by the Minister, came into effect on August 15th, 2025.
Effects of consultation
Public comments received by the Ministry were predominantly focused on minimum density requirements, station delineations, and land use designations in Official Plan Amendment 575.
All comments reviewed were taken into consideration, prior to a decision being made.

On July 22, 2022, the City of Toronto adopted Official Plan Amendment 575 pursuant to sections 17 and 26 of the Planning Act by By-law 846-2022. Official Plan Amendment 575 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act. A decision has been withheld on part of the amendment.
The approved Official Plan Amendment 575 seeks to establish twenty-three Major Transit Station Areas in conformity with A Place to Grow: The Growth Plan for the Greater Golden Horseshoe.
