Decision details

A new Environmental Compliance Approval was granted for industrial stormwater management works serving Suncor Energy Products Partnership, located at 265 Burton Avenue in the City of Barrie.

The approved stormwater management works comprise of a trench drain and one oil and grit separator, providing enhanced level stormwater quality control.

The stormwater management works will discharge to an existing riprap that drains towards the woodlot on north.

The comments and our responses are listed below:

Comment one

The City recommends that the owner be required to prepare an operations manual for the stormwater works:

  • operating procedures for routine operation of the works
  • inspection programs, including frequency of inspection, for the works and the methods or tests employed to detect when maintenance is necessary.
  • repair and maintenance programs, including the frequency of repair and maintenance for the Works.
  • procedures for the inspection and calibration of monitoring equipment to a spill prevention control and countermeasures plan, consisting of contingency plans and procedures for dealing with potential spills and any other abnormal situations

Response

  • appropriate Terms and Conditions were included in ECA considering above comments, including Operation and Maintenance condition for preparing Operation Manual, and Spill Contingency Plan condition dealing with potential spills
  • also appropriate effluent objective and monitoring conditions along with reporting requirements included in ECA

Comment two

The City must be immediately notified of all spills into the Municipal Sewage Works or onto Municipal Property by calling Service Barrie at 705-726-4242.

Response

Additional ECA condition added which requires owner to notify the City of Barrie related to any spills in the Municipal Property.

Comment three

The provided drawing does not illustrate the proposed oil grit separator as noted within the Environmental Compliance Approval application and Site Drainage Improvements report (February 7, 20220 prepared by MGM Consulting Inc.)

Response

The consultant has provided revised drawing which indicates exact location of proposed OGS, which will be located downstream (north) of proposed trench drain.

Comment four

The site is located within a Significant Groundwater Recharge Area and a Highly Vulnerable Aquifer.

Comment five

Proposed works are currently outside of the Issues Contributing Area for Chloride and Sodium. Any expansion to the western portion of the site may create a Significant Drinking Water Threat, as described under SEWG(a) – 1 policy within the South Georgian Bay Lake Simcoe Source Protection Plan.

Responses (to comments four and five)

  • consultant confirmed and acknowledged that "there is no expansion on the western side. I understand if expansion is contemplated in the future, we will prepare a source protection plan."
  • ministry's Source Protection Branch completed source protection screening and confirmed that "According to our assessment, the proposed activity is not a significant drinking water threat."
  • considering above, source protection conditions were not included for the proposed works under this ECA

Proposal details

The proposal is for a new Environmental Compliance Approval for Suncor Energy Products Partnership for industrial stormwater management works serving a Petro-Pass Truck Stop, located at 265 Burton Avenue in the City of Barrie, Ontario.

The stormwater management works comprise of stormwater quality control, quantity control, and erosion control works, and includes a trench drain along the east side the cardlock fuel handling area.

The trench drain will capture the storm drainage from the pavement area and convey it through a proposed oil/grit separator, discharging to the existing riprap that drains toward the woodlot adjacent to the site.
