This proposal is for an amendment to Environmental Compliance Approval (waste disposal site) No. 5064-C2RHJD by GFL Environmental Inc. for the facility located at 150 Yates Avenue, City of Sault Ste Marie, District of Algoma.

This proposal is to establish a soil management facility (SMF) on a designated portion of the site for the purpose of receiving and bioremediation of non-hazardous contaminated soils that:

  1. Contain petroleum hydrocarbons that can be biodegraded, which includes fractions F1 to F4, semi-volatile organic compounds and volatile organic compounds, excluding chlorinated solvents, and
  2. Do not contain non-biodegradable contaminants (e.g. metals) at concentrations exceeding the applicable quality criteria for reuse at the final destination, as directed by Ontario Regulation (O. Reg.) 406/19; receiving non-hazardous contaminated soils for the purpose of transfer to alternative disposal sites licensed by the Ontario MECP; and receiving clean excess soils for the purpose of transfer to re-use sites as defined by O. Reg. 406/19.

The average volume of soil that is to be received at the SMF for treatment and/or transfer will not exceed 100,000 tonnes per year based on an annualized average receiving rate of 2,500 tonnes per day.

The site may receive up to 4,000 tonnes of soil per day for up to 10 consecutive days on no more than 90 days per year to allow for emergency response activities that may occur in northern Ontario.

The maximum on-site storage capacity for non-hazardous impacted soils in storage awaiting treatment, soils in treatment and soils in storage for the purpose of transfer, will not exceed 25,000 tonnes.

The facility may receive, ship, and process waste 24 hours per day, seven days per week.
