This proposal is for the renewal of the Limited Operational Flexibility for Environmental Compliance Approval (air & noise) 1223-9CPRC6 for Panolam Industries Ltd., a particle board and miscellaneous wood products manufacturing facility, located at 61 Domtar Road, in Huntsville, Ontario.

The emission sources from the manufacturing and associated processes that exhaust to the air include a wood waste combustor, baghouse dust collectors serving refining and drying, blending and pressing, sawdust conveying, saw and sander system and raw material storage, and exhaust from formaldehyde kettle, board cooler, welding operation, chemical dispensing area, assembly and painting operations, maintenance activities and non-process sources of combustion.

Emissions to the air from this facility include:

  • volatile organic compounds
  • particulate matter
  • sulphur dioxide
  • acrolein
  • formaldehyde
  • nitrogen oxides

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
