A new Environmental Compliance Approval (ECA) was granted to WJI Farms Inc. for stormwater management works serving Phase 1A & 1B vegetable growing greenhouse development with 41.16 hectares of catchment area that includes 16.97 hectares of greenhouses related building roof area, as well as parking, driveways, pond area and open space/grass areas, located at 2400 Hickson Road, in the Municipality of Leamington.
The approved stormwater management works consist of roof water drainage pipe systems, on-site storm sewers and swales, and one stormwater management wet pond having a permanent volume of 3,944 cubic metres and a total active storage volume of 24,113 cubic metres for the 100 year storm event, complete with emergency overflow spillway and a 375 millimetres diameter outlet pipe with a 240 millimetres diameter orifice, discharging into Muddy Creek with a maximum release rate of 234 litres per second for the 100-year storm event.

Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application

- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision

- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

Proposal details
This proposal is for an Environmental Compliance Approval application serving WJI Farms Inc. for the new stormwater management works serving the WJI Farms Phase 1A & 1B greenhouse developments including a S.W.M. detention pond for collection, transmission, treatment and disposal of stormwater run-off from the lands located at 2400 Hickson Road, in the community of Wheatley, Municipality of Leamington, County of Essex, Ontario. The stormwater management facilities consist of the following:
- roof water drainage pipe systems, swales and on-site storm sewers, discharging roof top runoff and other surface runoff to the stormwater detention pond;
- one stormwater management detention/wet pond having an active storage volume of 24,113 cubic meters with a maximum water depth of 3.451 meters for the 1:100 year storm event, discharging a maximum release rate of 234 liters per second into the Muddy Creek
- one outlet structure (CBMH1) containing a 375 millimeter diameter inlet pipe, 375 millimeter diameter outlet with a 240 millimeter and 600 millimeter long orifice pipe and containment valve.
- one overflow emergency spillway directed to the Muddy Creek (events in excess of Stress Test).
